Property Policy


Definition of Equipment

Equipment is defined as an article of non-expendable, tangible personal property having a useful life of more than one year and an acquisition cost of $1,000 or more. If there is a requirement by a sponsor that an item costing less than $1,000 be classified as equipment, the sponsors’ requirement will be met.

Procurement of Government Property

Contractor requisitions effect acquisitions of Government property as follows:

a. Acquisition of Government property from Government sources will be in accordance with the property clauses in the contract or as set forth by the Contract Administrator. When needed, justified, and permitted under the contract, excess Federal Government property can be obtained and requests will be channeled for approval through the appropriate contracting officer to the office handling the excess property. All shipping costs associated with the receipt of excess Federal Government property are paid by the contract or grant which has requested the property. Before acquiring property from Government sources, screening will be done to assure that the property is not already available or obtainable.

b. The procurement of property from commercial sources is handled by the administrative staff of the Research Foundation on request from the Principal Investigator. If approval for the purchase of the requested property is not provided by the terms of the contract, specific approval is obtained from the Contracting Officer or his authorized representative.

c. Before procuring property from commercial sources, screening will be done to assure that the property is not already available or obtainable without buying. Department of Defense purchases of Industrial Plant Equipment with acquisition costs of $10,000 or more per item shall be screened through the submission of DD Form 1419 prior to purchase in accordance with DOD FAR 45.302.71. The proposed acquisition of automatic data processing equipment shall be submitted through the Administrative Contracting Officer to the Director of Defense Automation Resources Information Center in accordance with DOD FAR 45.302.72.
